Victorian horse racing information is a quandry with some of the information almost like a well kept secret. I'm not sure what the idea is. Provide a sort of half service or what?
Jumpouts look like they are here to stay running most weeks consisting of a meeting or two of these events and are included in some formguides like that available on racing.com.
There was discussion about a race caller and some commentary for these jumpouts but I guess I must have volume on mute.
There was a great result a while back which highlights some of the weakness of the system.
The rather aptly named Artistic Genius ran really well in the 10th jumpout
at Flemington in August 2023:

He ran really well finishing first. And 3rd.
In the old days at minor meets, the same horses ran in more than one race. In that era, there weren't many horses in some remote locations so they went around a few more times than once.
This time the same horse ran twice in the same race.
I did look at vision of that jumpout and it was a close finish. Anyone of the first three, or is it four could have won the race but with no commentary and no photo finish, I'd wager the result is wrong, or more wrong.
Having written all this, it could be the start of a great system.
Look for horses that win and run 3rd in the same jumpout.
The race result has since been updated with Artistic Genius only winning with the race replay looking completely different to the previous showing.
With no commentary, it is quite possible to substitute any race for any jumpout with only the track handlers and other insiders any the wiser. If so, why bother putting it on a website at all.
Artistic Genius won at the start straight after this jumpout and won twice more later on.
South Australian horse racing also runs jumpouts but those results are not published in any public formguide.
Mistakes do happen and that's fair enough. Sometimes the sound goes out from the track and you can only watch the race or no race pictures only the audio but in these cases, the whole thing is documented. Race callers sometimes call the same horse twice but not in the final washup.
The important question. When are the punters going to get some commentary on these jumpouts? When can the average Joe Punter be confident about any of these results?
